Helene Damage Assessment Placards

Teams from the NC Office of the State Fire Marshal’s office are assisting Yancey County Building Inspections with post-storm damage assessments for structures damaged by the storm. These teams are visiting affected communities throughout the county and will have identification with them. 

The purpose of these assessments is to:


• Evaluate the structural stability and integrity of buildings
• Determine the safety of structures for occupancy or entry
• Provide a recommendation regarding the safety of your structure
•Providing reports of damages to the local inspections office for record keeping

These teams are NOT:


• Checking for permits for ongoing or repair work taking place on the property
• Here to displace residents or condemn properties
• Associated with FEMA or its programs, FEMA has their own inspectors who are also present in the county.

If your structure is posted with a Red, Yellow or Green placard:


This is not a condemnation order or demolition order. This is an initial quick assessment to advise on the safety of the building(s) to protect the owners/residents.

RED PLACARD: Not recommended to enter or inhabit the structure.  Avoid entering the structure due to safety risks.


YELLOW PLACARD: Restricted use. This means that an unsafe condition exists that would prevent unlimited occupancy, and will have instructions or a description of the conditions on the placard.


GREEN PLACARD: Indicates that the structure has been assessed and only minor or no unsafe conditions are present. The inspector may note areas of concern on the signage.
